Free Repair Loans for Fair Rents
— Pennsylvania landlords with 15 or fewer rental units can receive loans of up to $50,000 per unit to fund repairs, and they won’t have to repay the loans so long as they don’t raise the rent above 3 percent annually for 15 years.
